Principal

William is a graduate of West Virginia University where he obtained his Bachelor of Science degree in Civil Engineering in 1994. He initially worked in the heavy construction industry for three years gaining valuable hands-on knowledge in the field. Some of the construction projects included bridges, dams and large retaining walls. He has also worked in a small consulting firm for a year, serving as an assistant to the local municipal engineer. Here he gained experience in municipal procedures and infrastructure design such as sewer and water systems and roadway projects. 

He spent 12 years with a large consulting firm working on a variety of projects ranging from small 1/3-acre sites to multi-acre tracts and all aspects of the entitlement process. At that time he served as a project manager, overseeing multiple Fortune 100 client accounts. His responsibilities included complete oversight of numerous accounts inclusive of the engineering design, quality assurance, construction administration and all budgeting and financial aspects of the projects. These client accounts consisted of a variety of market sectors including banking, commercial and medical office, educational, hotel, industrial, residential, retail center, retail petroleum, mixed use, restaurants and storage facilities. 

Since 2010 William has served as a Principal with North Star Design where he works on numerous land development projects at all stages of the entitlement process. He worked on numerous projects involving the Americans with Disabilities Act (ADA) ranging from existing site upgrades to ground up construction.

William also has extensive permitting experience with local Planning Boards and Zoning Boards of Adjustment along with multiple New Jersey Department of Environmental Protection (NJDEP) divisions including the Land Use Regulation Program (freshwater wetlands and flood hazard area permitting), Treatment Works Approval (TWA) program, Coastal Area Facility Review Act (CAFRA) and the Bureau of Safe Drinking Water (BSDW). Additional experience includes local and regional municipal utilities authorities, New Jersey Pinelands Commission, New Jersey Meadowlands Commission, New Jersey Highlands Council, New Jersey Department of Transportation (NJDOT), Delaware and Raritan Canal Commission and New Jersey County Planning Boards and Soil Conservation Districts. He is a licensed professional engineer in NJ, NY, PA and CT and has testified before numerous municipalities.
